Mark Carney, Incoming Governor of the Bank of England, Dives Straight Into Monetarist Loony Bin

Mark Carney, Bank of Canada governor and surprise pick to replace Mervyn King as incoming governor of the Bank of England, dove straight into the monetarist looney bin today with policy proposals.

The Telegraph reports Mark Carney hints at need for radical action to boost ailing economies

Mr Carney, the current Bank of Canada governor who takes over from Sir Mervyn King next June, said central bankers should consider committing to low interest rates until inflation and unemployment met ?precise numerical thresholds?, or even changing ?the policy framework itself? to stimulate a desperately weak economy.

His words were directed at the Bank of Canada but will be seen as a hint that he will push for radical action in the UK, where the economy has been stagnant for two years. On his appointment, he said that he would be going ?where the challenges are greatest?.

Addressing the Chartered Financial Analyst Society in Toronto, Mr Carney said that in major slumps: ?To achieve a better path for the economy over time, a central bank may need to commit credibly to maintaining highly accommodative policy even after the economy and, potentially, inflation picks up.

?To 'tie its hands?, a central bank could publicly announce precise numerical thresholds for inflation and unemployment that must be met before reducing stimulus.?

He added: ?If yet further stimulus were required, the policy framework itself would likely have to be changed. For example, adopting a nominal GDP level target could in many respects be more powerful than employing thresholds under flexible inflation targeting.?

The proposals would be anathema to Sir Mervyn, who has publicly refused to abandon the inflation target or commit to long-term low rates.

Economic Lunacy

Only arrogant fools think they can overpower markets without causing even more severe problems down the road.

If fiscal and monetary stimulus worked, Japan would be a glowing success today instead of having a debt to GDP ratio approaching 250%.

The US housing bubble is another case in point.

By holding interest rates too low, too long Fed chairman Alan Greenspan bailed out banks then deep in hock with nonperforming loans to South America and dotcom companies going bust. The end result was a housing bubble far bigger than the dotcom tech bubble that preceded it.

Indeed, Fed policy has spawned bubbles of ever increasing amplitude over time. The only beneficiaries of those bubbles have been the banks and the already wealthy.

Carney the "Talented" Speaker

Carney is a  talented speaker, able to speak out of both sides of his mouth at once, each saying opposite things.

In light of Carney's "radical action" statements, please consider Bank of Canada warns of low-rate risk.

The Bank of Canada says low-interest policies that it and other central banks have put in place are adding another layer of risk to the already stressed global financial system.

The Canadian central bank says that the near record level interest rates that have been in place since the 2008-09 recession are taking their toll on insurance companies and pension funds.

Low rates, it adds, are even increasing the appetite of investors to take risks in search of higher returns.

Bank governor Mark Carney has warned about the dangers of low interest rates ? which most Canadians consider a good thing ? sporadically in the past.

Also consider these December 11, snips from the Globe and Mail.
?Our current guidance indicates that some policy action may be necessary, encouraging a degree of prudence in household borrowing,? Mr. Carney said in his speech, echoing the warnings of the Bank of Canada?s last policy statements.

As it has said in the past, the biggest domestic threat to financial stability ?continues to stem from the elevated level of household indebtedness and stretched valuations in some segments of the housing market.?

Nothing like warning about debt and low interest rates, while pledging to keep interest rates low until artificial central planning targets are met.

Carney stated the central bank "would clearly say we are doing so" if it chose to act on consumer debt.

Yep, I don't doubt that. Indeed, I suggest that Carney would notify banks in advance of any major policy moves.

Goldman Sachs Background

Let's back up a bit and look at Carney's background as listed on Wikipedia.

Carney spent thirteen years with Goldman Sachs in its London, Tokyo, New York and Toronto offices. His progressively more senior positions included co-head of sovereign risk; executive director, emerging debt capital markets; and managing director, investment banking. He worked on South Africa's post-apartheid venture into international bond markets, and was involved in Goldman's work with the 1998 Russian financial crisis.

Goldman's role in the Russian crisis was criticized at the time because while the company was advising Russia it was simultaneously betting against the country's ability to repay its debt.

From a Goldman Sachs and JP Morgan standpoint, Carney is the perfect candidate to head the Bank of England. Who could possibly be better than a currency crank promising clear signals, with a background of advising Russia while betting against it?

As a practical matter, however, should Carney actually implement his "radical action" policies, I suggest the UK would quickly be in ruins.

Space-shooters are usually a fairly fiery affair, with many types of guns, weapon upgrades, power-ups and more. Dodge does away with all of that, while keeping the very essence of a space shooter: Dark background, fast action, and stuff blowing up all over the place.

Your vector-looking spacecraft is the fastest thing on the screen, most of the time. And as the header implies, you have absolutely no weapons; you can't get any, either. All you have is agility and maneuverability.

Your opponents shoot heat-seeking missiles at you; the missiles lock on and start tracking you. The trick is to dodge the missiles while putting them in the path of one of your enemies, thus letting them have a taste of their own medicine.

There are three types of enemies, at least in the first few levels: "simple" spaceships which fire slow projectiles, "tanks" which seem to be more serious and take more hits to destroy, and "circles." The circles simply explode, spewing twenty or thirty very fast projectiles. This sounds dangerous, but is actually great once you learn to use them; they are very destructive for tanks, and can even blow up other circles.

The soundtrack is very techno, but it meshes very well with this type of game. Intense fun!

Ubuntu Linux and Windows 8: Head-to-Head at Last

Canonical may have ultimately changed its mind about "Avoid the pain of Windows 8" -- the slogan that accompanied the original launch of Ubuntu 12.10 "Quantal Quetzal" earlier this fall, but like so many deeply compelling notions, it seems to have staying power here in the Linux blogosphere. That indeed is why more than a few Linux fans have viewed Windows 8 with jubilation rather than dread.

RIM offers free BlackBerry 10 smartphone

Research in Motion Thursday introduced the BlackBerry 10 Ready Program to help prepare business customers for the launch of the next-generation OS on Jan. 30.

Participants in the program can get a free BlackBerry 10-based smartphone.

The four-part program is also intended to prepare users for the BlackBerry Enterprise Service 10, the name RIM is using for the next generation of BlackBerry Enterprise Server.

RIM hasn't said when Service 10 will launch, although it is due about the time of the launch of the BlackBerry 10 and two new smartphones on Jan. 30.

Chrome 11 beta adds new experimental APIs for proxies, Web navigation

Google Chrome 11 -- which just recently made the move to the browser's beta channel -- has received a minor update that gives developers access to two new APIs.

The first is a full-featured proxy API, which will, for example, allow users to set different proxy servers for normal browsing and Incognito mode. Proxy auto-config scripts are also supported by the API.

The second -- Web Navigation Extension -- is a bit more expansive. This API will allow devs to build everything from more powerful safe browsing extensions -- like Traffic Light -- to data analysis and reporting extensions.

Both APIs are currently experimental, so you'll need to enable them on the about:flags page to try out any relevant extensions. Apart from a proxy example built by Google and shipped with the Chromium source, we're not aware of any examples just yet, however. We'll let you know when we spot any slick, new extensions which do surface.

Deflationary Trends in Consumer Credit

A few charts from the New York Fed Quarterly Report on Household Debt and Credit will help put into perspective the deflationary forces facing the Fed.

Household Debt and Credit Developments in 2012 Q3

Aggregate consumer debt fell again in the third quarter, by $74 billion, continuing the nearly four-year downward trend in household debt. As of September 30, 2012, total consumer indebtedness was $11.31 trillion, 0.7% lower than its level in the second quarter of 2012 and down $1.37 trillion from the 2008 Q3 peak.

Mortgages, the largest component of household debt, continue to drive the decline in overall indebtedness. Mortgage balances shown on consumer credit reports continued to drop, and now stand at $8.03 trillion, a 1.5% decrease from the level in 2012 Q2.

Home equity lines of credit (HELOC) balances dropped by $16 billion (2.7%).

Non-mortgage household debt balances jumped by 2.3% in the third quarter to $2.7 trillion, boosted by increases of $18 billion in auto loans, $42 billion in student loans, and $2 billion in credit card balances.

The deleveraging (deflationary) trend in consumer debt is unmistakable.

Number of Loans

There is certainly no jump in the demand for credit card, mortgage, auto, or home equity loans.

Loan Delinquencies by Type

Deleveraging of credit card and mortgage debt continues. Some deleveraging is via default. The rest is slow, steady debt reduction with reluctance to take on more debt. 

The increase in student loans (and delinquencies as well) buck the deleveraging trend for two reasons

  1. Student debt is government guaranteed
  2. Student debt cannot be discharged in bankruptcy

Guaranteed or not, students have no way to pay back their debt as real wages for college grads declines while tuition costs soar.

Non-Mortgage Balances

Auto loans have recovered a bit (primarily because cars eventually wear out). Yet, auto loan balances remain below the 2005 peak.

The only item preventing a huge plunge in non-mortgage debt is student loans.

The Fed has been fighting consumer deleveraging with round after round of QE but the above charts show it has not spurred consumer demand for credit. Those rounds of QE have, for now, put a bid on financial assets (stocks, bonds and commodities) but has done nothing positive for the real economy.

More specifically, those rounds of QE have artificially lowered interest rates, destroying those on fixed income in the process.

Google Latitude check-in deals now available across the US

Recently, Google has been busy beefing up Latitude to make it more competitive with other location apps -- and more fun to use. Location history was added recently, iOS users can post check-ins via Latitude, and now Google has begun rolling out location-based deals which are tied to the service.

If you're in the U.S., you can now score local savings at participating merchants by checking in with Latitude. Google will also be offering "status deals," which users can unlock by visiting a particular merchant on a regular basis. Mashable notes three status levels: regular, VIP, and guru -- though partners can apparently customize those titles if they choose.

Right now deals are available from merchants like American Eagle Outfitters, Arby's, Finish Line, Macy's, Quiznos, and RadioShack.

Google Chrome and Chromium add protection against malicious downloads

Google Chrome already sports a number of security-minded features, from Incognito mode to a software sandbox which makes exploiting the browser a Herculean task. Now, Google has announced additional protection for Chromium and Chrome users.

Built upon the Safe Browsing API, the new feature introduces protection against malicious downloads. If a download link appears in the Safe Browsing blacklist, Chrome and Chromium will warn users against downloading -- a save button is still presented, of course, in case you're convinced a file is perfectly safe to download.

We'd like to see something a bit more eye-catching than the red warning icon -- like perhaps painting the entire bar red. Many of the people a feature like this aims to protect probably won't notice the icon or change in wording as they'll be focused on clicking the save button.

Google is initially making download protection available to Chrome dev channel users, and you'll likely see it in Canary and Chromium snapshot builds as well. After thorough testing, beta and stable users will be next in line.

A closer look at Apple TV's software update and 1080p movies

The new iPad was upgraded with a display an HD junkie would give his universal remote for, but the Apple TV simply received an update to a capability many believe the original should've had the first go around: support for 1080p content. In addition to that all-important resolution bump, both this and the last-gen model received a modest software update that brings a few features and enhancements. Those tweaks aren't necessarily worth a review, if you ask us, especially since the price remains the same and existing Apple TV owners will reap the benefits of most of these improvements. Still, we'd be remiss if we didn't poke around just a bit. Follow past the break to see what's changed.

For a few bucks he'll believe whatever you want him to.
This is just a strange, strange set of circumstances. It's definitely worth reading the whole New York Times article:
As the Chinese government forges ahead on a multibillion-dollar effort to blanket the country with surveillance cameras, one American company stands to profit: Bain Capital, the private equity firm founded by Mitt Romney.
The company in question is Uniview, a manufacturer of security cameras. China is in the midst of a new push to install hundreds of thousands of security cameras in public spaces (and not so public spaces, such as in front of the homes of dissidents, monks and other people who the Chinese government wants to keep an eye on). There's not really any secret there. But there's mountains of money to be made for companies like Uniview, which is owned by Bain Capital, as long as you're willing to overlook the outrageous abuses of human rights involved.

The Mitt Romney connection to the story, as usual, revolves around money and hypocrisy. While Romney asserts he has no current role in Bain's management, he still makes millions from Bain via blind trusts. And Romney has made China-bashing a campaign theme, especially against Obama:

In public comments and in a statement posted on his campaign Web site, Mr. Romney has accused the Obama administration of placing economic concerns above human rights in managing relations with China. He has called on the White House to offer more vigorous support of those who criticize the Chinese Communist Party.
I'm not sure I can think of a more direct way to "place economic concerns above human rights" then selling human rights abusers the actual physical equipment they use to abuse human rights. That's pretty damn direct.

So then, what should Mitt Romney do? He perhaps stands to make a few million dollars more from his company selling video monitoring equipment to China. We pretty much know that equipment is going to be used not just for "fighting crime," but for oppressing thought crimes. Uniview itself is quite pleased with the association:

Uniview is proud of its close association with China?s security establishment and boasts about the scores of surveillance systems it has created for local security agencies in the six years since the Safe Cities program was started.

?Social management and society building pose new demands for surveillance and control systems,? Uniview says in its promotional materials, which include an interview with Zhang Pengguo, the company?s chief executive. ?A harmonious society is the essential nature of socialism with Chinese characteristics,? Mr. Zhang says.

I suppose Mitt Romney could use his national platform to say that gosh, placing economic concerns over human rights is pretty damn rotten, and suggest that maybe his company not freaking do that. Saying "oh, the buckets of money I'm making from, among other things, selling surveillance equipment to the Chinese government is in a blind trust, so I'm not involved with that" seems rather weak. Does Mitt mean that it's all right to make wads of cash from helping governments violate human rights, so long as it's a corporation doing it?

It's just another thing that demonstrates how ridiculous and vapid Mitt Romney is, and adds to the public perception that this guy would probably sell his own mother if he thought the price was right. If Mitt Romney actually managed to become president I wouldn't be surprised to see him propose we buy a million or so security cameras and put them on American streets too. You know, for crime, not because he's got a blind trust that would make a heck of a lot of money from the effort.
